“3rd FOUNDATION DAY” was celebrated by Pratidhwani WB - a state level federation of parents groups of children and persons with deafness across West Bengal on 10th May, Thursday, 2018 at Seva Kendra Sealdah, Kolkata. 64 persons including the guests and members from fourteen groups participated at the programme.
We gathered in the premise at 10.30 a.m. Post completion of registration and tea, we moved to Naronha hall to be part of the inaugural session. Ms Ankita Dewanji delivered the welcome speech. She requested the following eminent guests to come on the stage and take their seats. The guests were Mr.Gautam Chaudhuri, SANCHAR AROD and Ms.Snigdha Sarkar, President (Anwesha Kolkata) and Secretary ( Pratidhwani WB).
Ms Sarkar, a parent and a young deaf child started the programme by lighting the floated candles in a pot filled with water and flower petals to pay a tribute to Late Mr Sumanta Sen Roy popularly known as Monon Da. Mr Roy was a member of advisory committee of Pratidhwani WB and expired on 5th May 2018. Then, the main session began as Ms Snigdha Sarkar Secretary Pratidhwani WB set the ground for the day’s discussion.
The second part of the inaugural programme was felicitation of an individual parent who participated most consistently at the parents training programme during the year 2017-2018 run by Pratidhwani WB. Ms Moumita Chakroborty of Samadhan awarded as the best trainee parent. Ms.Sarkar requested Mr Gautam Chaudhuri to explain the Rights of Persons with Disability Act ( RPWD Act) 2016 in a lucid manner.
He highlighted the following things during his speech.
1. Categorization of People with Disabilities :
Ø “Person with benchmark disability” means a person with not less than forty per cent. of a specified disability.
Ø “Person with disability” means a person with long-term physical, mental, intellectual or sensory impairment which, in interaction with barriers, hinders his full and effective participation in society equally with others; and
Ø “Person with disability having high support needs” means a person with benchmark disability certified under clause (a) of sub-section (2) of section 58 who needs high support.
2. Emphasized on the important terminology in chapter 1 of the act like Inclusion, Equal Opportunity, Non-Discrimination, Establishment, Rehabilitation, Universal Design, Accessibility etc.

3. In the second chapter of the act, it has been said that the appropriate government shall ensure that the persons with disabilities enjoy the right to equality, life with dignity and respect for his or her integrity equally with others. It also gave due importance on various things like depriving of personal liberty, ensuring the reasonable accommodation, protect persons with disabilities from all forms of abuse, violence and exploitation and to prevent the same, legal aid/facility, accessible electoral participation, limited guardianship etc.

4. Education, Skill/Employment enhancement, social security, health rehabilitation, issue of disability certificates- were discussed in brief.
There was a short break for the lunch at 1.35 p.m. for half an hour after which the session resumed. Mr. Chaudhuri was felicitated by a young deaf adult. "Manabik Pension Scheme" for people with disabilities which was announced by Dr. Amit Mitra, the Finance Minister of West Bengal announced during the presentation of state budget 2018. It will provide a financial support for the PWDs. She shared the information with the participants and explained the eligibility criteria as well as the application procedures.
Mr.Tushar Jana, President Pratidhwani WB gave the vote of thanks and the programme closed. Without the support and active involvement from the parents' groups, the programme could not be so successful and memorable for Pratidhwani WB.

বিবরণ: শ্রীমতি অঙ্কিতা দেওয়ানজী সভায় অংশগ্রহণকারী সকলকে স্বাগত জানিয়ে সভা শুরু করেন। আমাদের তৃতীয়তম প্রতিষ্ঠা দিবসে অতিথি হিসেবে উপস্থিত ছিলেন সঞ্চারের প্রতিষ্ঠাতা শ্রীযুক্ত গৌতম চৌধুরী। এরপর শ্রীমতি দেওয়ানজী গৌতম চৌধুরী মহাশয়কে এবং অণ্বেষা কলকাতার কর্ণধার ও প্রতিধ্বনির সম্পাদিকা শ্রীমতি স্নিগ্ধা সরকারের সাথে সকলের পরিচয় করিয়ে দেন। গত ৫ই এপ্রিল ২০১৮, প্রতিধ্বনি পঃ ব: উপদেষ্টা কমিটির সদস্য শ্রী সুমন্ত সেন রায় - সকলের প্রিয় মনন দা প্রয়াত হন। তাই তাঁর প্রতি শ্রদ্ধা জানিয়ে স্নিগ্ধাদি অনুষ্ঠান শুরু করেন। স্নিগ্ধাদি সংক্ষেপে প্রতিধ্বনির কার্য সম্পর্কে বক্তব্য রাখেন এবং গৌতমদাকে RPWD Act নিয়ে আলোচনা শুরু করার সনির্বন্ধ অনুরোধ জানান।
Revised Persons with Disability (RPWD) Act 2016:
আলোচনার শুরুতে গৌতমদা ১৯৯৫ সালের প্রতিবন্ধী মানুষের আইন ও অধিকার নিয়ে বক্তব্য রাখেন। এরপর নতুন আইনের ( RPWD Act ) বিভিন্ন বিষয় নিয়ে বিস্তারিত আলোচনা করেন। তিনি বলেন, এই আইনের প্রথম অধ্যায়ে বলা হয়েছে যে , প্রতিবন্ধকতার মাত্রা কে তিনটে ধাপে নির্ণয় করা হবে -
Persons with Disability - যাদের প্রতিবন্ধকতার মাত্রা ৪০%
Benchmark - যাদের প্রতিবন্ধকতার মাত্রা ৪০% থেকে ৭৯% এর মধ্যে
High Support - যাদের প্রতিবন্ধকতার মাত্রা ৮০% এর বেশি
এই আইনে Inclusion , Equal Opportunity, Non-Discrimination, Establishment, Rehabilitation, Universal designing, Full and active participation, mainstream in the society, accessibility - বিষয়গুলির উপর বিশেষ ভাবে গুরুত্ব দেওয়ার কথা বলা হয়েছে ।
এই আইনের ২য় অধ্যায়ে বলা হয়েছে –
প্রতিবন্ধকতা যুক্ত ব্যক্তিরা যাতে সমান অধিকার এবং অন্যান্য সকলের মতই আত্ম মর্যাদা ও সম্মানের সঙ্গে বেঁচে থাকার অধিকার উপভোগ করে, উপযুক্ত সরকার তা নিশ্চিত করবে । এছাড়া সমাজ জীবন, অবমাননা, হিংস্রতা এবং শোষণের হাত থেকে সুরক্ষা, গৃহ ও পরিবার, ভোট দানের ক্ষেত্রে অভিগম্যতা, ন্যায় বিচারের ক্ষেত্রে অভিগম্যতা, আইনি ক্ষমতা, অভিভাবকদের ব্যবস্থা, সহায়তা প্রদানের জন্যে করতৃপক্ষের মনোনয়ন – এই বিষয়গুলির উপর বিশেষ ভাবে গুরুত্ব দেওয়ার কথা বলা হয়েছে ।
শিক্ষার ক্ষেত্রে এই আইনে বলা হয়েছে- শিক্ষা প্রতিষ্ঠানের দায়িত্ব, শিক্ষার অন্তরভুক্তিকরণকে ত্বরান্বিত ও সহজতর করার জন্যে নির্দিষ্ট ব্যবস্থা গ্রহণ, প্রাপ্তবয়স্কদের জন্যে শিক্ষা- এই বিষয়গুলির উপর বিশেষ ভাবে গুরুত্ব দেওয়ার কথা বলা হয়েছে ।
দক্ষতা বৃদ্ধি এবং কর্মসংস্থানের ক্ষেত্র বৃত্তিমূলক প্রশিক্ষণ এবং স্বনিযুক্তি, কর্ম সংস্থানের ক্ষেত্রে অবৈষম্য়, সমান সুযোগের নীতি, তথ্য রক্ষণাবেক্ষণ, অভিযোগ প্রতিবিধানের জন্য আধিকারিক নিয়োগ এই সকল বিষয়ের গুরুত্ব দেওয়ার কথা বলা হয়েছে ।
এছাড়া সামাজিক নিরাপত্তা, স্বাস্থ্য পুনর্বাসন এবং বিনোদন, সুনির্দিষ্ট প্রতিবন্ধকতাযুক্ত মানুষদের শংসাপত্র প্রদান এই বিষয়গুলিতে নজর দেওয়ার কথা বলা হয়েছে ।
এছাড়া সমস্ত সরকারী প্রতিষ্ঠান এবং সরকারী সাহায্যপ্রাপ্ত প্রতিষ্ঠানে নির্ধারিত মাত্রার প্রতিবন্ধকতাযুক্ত ছাত্র ছাত্রীদের জন্য অন্ততঃ পক্ষে ৫% সংরক্ষণ রাখার ব্যবস্থা করার কথা এই আইনে বলা হয়েছে । Inclusive Education এর জন্যে সরকারী বেসরকারি সব স্কুলে পড়ার সুযোগ পাবে । আর সরকারী স্কুলে ৬ বছর থেকে ১৮ বছর পর্যন্ত বিনা খরচে পড়ার সুযোগের কথা বলা হয়েছে। এছাড়া আরও অনেক সুযোগ সুবিধার কথা বলা হয়েছে । এই নতুন আইনের ১৭টা অধ্যায় খুব সুন্দর ভাবে বোঝানোর জন্যে শ্রীযুক্ত গৌতম চৌধুরী মহাশয়কে শ্রীমতী স্নিগ্ধা সরকার ভূয়সী প্রসংসা করেন । এরপর মধ্যাহ্ন ভোজনের বিরতি হয় । এরপর শ্রীমতী দেওয়ানজী মানবিক প্রকল্পের ফর্মের বিষয়ে আলোচনা করেন । এরপর সকলকে শুভ কামনা জানিয়ে সভা শেষ হয় ।
